Research Seminar Series 2007

“Planning for Pedestrians – Cases in Tsim Sha Tsui and Causeway Bay”

Mr. Raymond Wong
Assistant Director of Planning/Territorial
Planning Department

Wednesday, 14 February 2007
12:45 – 13:45
Room 829, Knowles Building,
The University of Hong Kong

Abstract:
Walking is part of our daily life and perhaps the most environmental-
friendly mode of transport. It also reduces road traffic and pollution
to the environment. Hong Kong’s compact and mixed use
development pattern with efficient public transport system is suited
to pedestrian movement as most people live within walking distance of
a wide range of essential services.

Street or pedestrian area should be made to be an attractive and
enjoyable place where people are able to walk, meet and take
leisure. However, pedestrians often face problems such as
congestion, steep gradients, pedestrian/vehicular conflict, barriers,
pollution and monotonous streetscape. The objective of planning for
pedestrians is to develop an attractive pedestrian environment that is
safe, pleasant and convenient to use.

Tsim Sha Tsui and Causeway Bay are the most popular tourist and
shopping areas in Hong Kong. However, the pedestrian environment
in some parts of the areas may not be attractive enough and meet
the rising public aspirations. The Area Improvement Plan/Pedestrian
Plan set out improvement proposals in a comprehensive manner and
identify priority projects for early implementation. Implementation
issues as well as possible impacts and opportunities for the pedestrian
proposals were fully examined and extensive public engagement was
undertaken during the study process. With continuous effort by the
Government and probably public-private collaboration, the
implementation of the improvement proposals should give the two
areas a major face lift in the future.

About the Speaker:
Mr. Raymond Wong is the Assistant Director of Planning Department
overseeing territorial and sub-regional planning matters. He has
managed a number of major planning studies, including the Study on
Planning for Pedestrians and the preparation of the Area Improvement
Plan for Tsim Sha Tsui and Pedestrian Plan for Causeway Bay, in the
past few years. Mr. Wong is pleased to share with us the concept
and principles for planning for pedestrians as well as the experience
and major issues encountered in the implementation of the
improvement proposals for Tsim Sha Tsui and Causeway Bay.
