簡介
香港政府於一月初推出「在數碼環境中保護知識產權」 的諮詢文件,強調「政府致力建立一個健全的版權保護制度,為創意產業的持續發展提供有利環境。」可是,整個諮詢文件,主要只考慮版權持有人的利益,缺乏互聯網創作人及使用者的聲音。
互聯網最大的影響是打破消費者與生產者的角色,很多用戶都會於互聯網上創作(例如把文章、照片、音樂創作與混音、影像等內容上載);網民於論壇上發表評論,形成一個公民參與的空間;亦有很多教師,透過互聯網教學。可是這次諮詢文件卻沒有考慮這些使用的需要,亦沒有評估傳統媒體主導的產權觀,對這個公共空間和創意空間所帶來的負面影響。
此外,這次諮詢中所提出的多個諮詢項目,對未來香港的數碼資訊業、創意工業、教育事業和言論空間有深遠的影響。我們希望藉著這次民間諮詢,讓公眾能對數碼環境的創作、文化教育事業有更多的了解。亦歡迎大家在民間諮詢會上互相交流意見,並於文件諮詢期完結前,向政府提交意見。
這次諮詢會我們分別請來了國內群智基金會(Social Brain Foundation)代表,談如何發展一個有利創意和教育的產權觀,以及台灣聯合報系法務專員∕中華民國維基媒體協會理事長鄧傑,談台灣推廣 creative commons的經驗。香港互聯網協會主席莫乃光會以其專業知識,評論港府的諮詢文件。此外,主辦單位亦會發佈「知識共享(Open knowledge)宣言」行動,以民間群策群力的方法,推動開放知識的實踐。

Anson Mak will come and share her experience of teaching video and blogging at Yan Oi Tong, a charitable and non-profit making organization which provides welfare, education, medical, and recreational services to the general public in HK. Anson will also introduce her new ‘locative media’ project which involves building a digital platform for activist groups and reaching out to teach common people to use the platform.

Objectives:
We shall cover a diverse range of world-class showcases of media arts in 2 weeks.
[for Year Three students] to form a comprehensive view of the latest state of media art so as to set professional and academic goals for future
[for Year Two students] to form a comprehensive view of the latest state of media art and to draw inspirations for Graduation Thesis
On-tour obligation:
Students will be assigned various tasks during the tour to enhance their learning experience: (1) documentation/journal-making, using different creative media; (2) presentation of works created at SCM to the local audience in Germany; and (3) group reports on a particular portion of an event
Post-tour obligation:
(1) The follow-up activities will include the production of a number of video works on/about/inspired by… the tour.
(2) Students will also participate in a one-day seminar in late summer or during the CIL orientation week to talk about the tour. If arrangements can be made, our documentation may be turned into a program for a local TV station.
(3) A simple 2-page written review is required to demonstrate to the funding office the concrete learning experience we have earned, submitted a month after return to HK.
HOW MUCH to spend? HOW to get there?
After a lot of consideration, the following arrangement is proposed:
(1) There will be no group air ticket arrangement. Everyone can find his/her own ways to get the cheapest ticket possible, as long as we all meet on June 13 in Berlin, and disperse on June 28 in Frankfurt.
This is the best arrangement because: a/ everyone can arrive or stay in Europe as long as they like; b/ it is easier to get budget ticket (e.g. Oasis) and fly the way you want; c/ students can organize among themselves freely.
(2) The basic HKD3000 subsidies will be guaranteed to everyone in the tour as long as s/he stays with the group throughout the 2-week study tour.
(3) The HKD3000 per student subsidies will be partially applied to local transportation and arrangement of accommodation first.
(4) The estimated amount each student will put in should range HKD5000-7000.
Estimated Cost per head: $10,642
Breakdowns:
Air ticket (group fare) and Tax: $6,400
German Pass and booking service charge: $1,187
Accommodation: $235 x 13 = $3,055
Total Estimated Cost: $242,550 ($10,642 x 25 persons)
***The actual expenditure will be adjusted and become clearer as our negotiation with different organizations progresses.

MadCat accepts ALL GENRES — experimental, documentary, animated, narrative, hybrid, etc. The Festival favors work that pushes the genre and expands notions of visual storytelling.

UNIDEE in Residence – International Program 2007

UNIDEE in Residence is an international program open to artists, professionals, students and graduates of various university faculties from any country in the world.
UNIDEE offers an experience unlike anything offered in any other university or academic program: a research-oriented practice that operates within each discipline and is directed towards the responsible transformation of society and the creative activation.
The UNIDEE programs are directed by Michelangelo Pistoletto. The course in residency include an active participation in meetings and seminars hold by experts and professors of various humanistic, scientific, economic, political, artistic and social disciplines.
The residents work individually or in groups to develop ideas and projects, working along creative lines pertinent to the following fields: Art, Communication, Ecology, Economics, Education, Work, Nutrition, Politics, Production, Science, Spirituality.
The work of the UNIDEE residents involves constant interaction with the offices of Cittadellarte, which put the program of responsible social transformation into effect through projects developed in conjunction with public and private institutions, companies, cultural bodies and economic and production structures.
All the events in the Cittadellarte program – exhibitions, conferences, performances and workshops – offer further opportunities for the residents to explore issues and develop ideas.
At the end of the residency, the ideas that have been generated are presented publicly at the UNIDEE in progress exhibition-event.
How to apply
A maximum of twenty residencies are available each year.
The residency lasts four months, from July 2nd to October 31st.
The official language is English.
Cittadellarte selection panel chooses candidates on the basis of their aptitude for developing projects relating to the aims of the University of Ideas.
Applicants are invited to send any material they consider pertinent to such an assessment: curriculum, documentation of previous work, one or more examples ( well-developed or developing during the residence) of projects that illustrate their approach to the theme of a socially responsible transformation.
A filled-in and signed application form must also be included with the material.
Scholarship grants are available, total and partial cover. Anyone interested is invited to consult the website or to contact the organizing secretary for further information.
The sum includes:
- seminars during the residency
- attendance of the workshops
- technical and teaching assistance, visits and inspections
- participation in Cittadellarte activities
- board and lodging on the premises

隨着整個石硤尾邨即將夷為平地,香港的公屋社區文化即將成為歷史。在新舊更替之間,於七十年代興建的石硤尾工廠大廈將被保留,並於2007年底搖身一變成為賽馬會創意藝術中心」。這個繼火炭、柴灣以至官塘等自由生成的工廠藝術區後,由政府主導規劃的「藝術村」,已交由浸會大學伙拍香港藝術發展局和香港藝術中心聯手規劃及管理,並得到香港賽馬會慈善信託基金港幣六千九百餘萬元撥款作為改建和啟動經費。「中心」約一百個單位現已被五倍超額認租,反映藝術家對空間的需求有增無減。這座銳意要在「亞洲文化領域上佔一席位」的藝術中心,將座落在多元文化的草根社區,中心將何如何回應周遭社群之文化需要,以優化其生活質素?中心將何如何幫助活化周遭社群之經濟活動,以持續發展其生活環境?除了石硤尾工廠大廈外,政府亦有意保留美荷樓作文化藝術用途。這些空降在舊區的文化設施,如何讓居民積極參與,促進其文化經濟多元特色,甚至為其提供更多發展可能?
「中心」之籌備工作自2005年開展,已進入最後階段,然而其對社區之長遠影響仍有待評估與討論。故此我們在過去兩個多月來,以問卷及工作坊形式了解區內之文化需要,並主動組織是次公開論壇,公佈調查結果,並促成各方交流,歡迎社區人士、藝術界及公眾參與,為中心的長遠發展集思廣益。
